Telangana Seeks ₹5,000 Crore from Center Under SASCI Scheme

Hyderabad, May 20: The Telangana government has requested an additional ₹5,000 crore in special financial assistance from the central government under the Special Assistance Scheme for Capital Investment (SASCI).

Deputy Chief Minister Mallu Bhatti Vikramarka made this request during a meeting with Union Finance Minister Nirmala Sitharaman in New Delhi on Wednesday.

Vikramarka, who oversees the finance department, discussed several key issues related to the state’s development, educational infrastructure, and capital expenditures with Sitharaman.

According to an official statement, the Deputy Chief Minister urged the approval of the additional ₹5,000 crore under SASCI for Telangana. He informed the Finance Minister about the significant investments and welfare programs being undertaken by the state government in education, health, rural infrastructure, and human resource development.

Highlighting the substantial investments in the education sector, especially the Young India Integrated Residential Schools (YIIRS) project, he appealed for the exemption of externally aided projects (EAP) from the Fiscal Responsibility and Budget Management (FRBM) limits as approved by the Department of Economic Affairs (DEA).

In a previous meeting with Sitharaman last September, Vikramarka had also sought special financial assistance and FRBM exemptions for the state’s ₹30,000 crore Young India Integrated Residential Schools program.

A delegation led by Vikramarka submitted a memorandum regarding this matter. He noted that this ₹30,000 crore initiative would significantly transform the education and nutrition systems for millions of children, empower marginalized communities, and strengthen India’s demographic potential.

Agriculture Minister Tummla Nageshwar Rao, along with the delegation, requested financial responsibility and budget management exemptions under the FRBM Act for this long-term human capital investment.

Sitharaman was informed that this program aims to address the challenges of providing quality education and nutritious meals to students. It was also highlighted that a significant portion of Telangana’s population belongs to socially and educationally backward classes. According to SEEPPEC data, 56.33% of the population belongs to backward classes, 17.43% to Scheduled Castes, and 10.45% to Scheduled Tribes.
