Jammu and Kashmir Implements Paperless Registration System Across All Sub-Registrar Offices

Srinagar, May 10: The Jammu and Kashmir government has mandated a fully paperless registration system in all sub-registrar offices starting May 11, 2026. This initiative aims to enhance digital governance and improve public service delivery.

An official statement revealed that the decision was made to modernize and digitize the registration process, thereby increasing efficiency, transparency, and accessibility for the public.

According to a circular issued by the Revenue Department at the Civil Secretariat of Jammu and Kashmir, the paperless registration system, which has already been tested, will now be implemented across the entire union territory for the complete digital registration of documents.

This system includes online verification of parties, automated calculation of stamp duty and registration fees, digital signatures, and the preparation of final deeds.

The government has directed that all registration processes must now operate entirely through this paperless system, prohibiting any physical contact or manual intervention at any level.

The Inspector General of Registration has been instructed to ensure strict compliance with the new system and to submit implementation reports from all relevant offices.

Sub-registrars have also been directed to make necessary arrangements for the smooth operation of the system.

The circular warned that any violation of these directives will be taken seriously and may lead to action under the relevant regulations.

In Jammu and Kashmir, the powers of sub-registrars for registering land sale and purchase deeds were previously transferred from civil courts to the Revenue Department. Following this change, responsibilities related to the registration of land sale and purchase deeds, wills, and other documents are now handled by the respective sub-divisional magistrates, who are officers of the Revenue Department and possess executive magistrate powers.
