Shimla/New Delhi: In a significant move aimed at improving the financial well-being of thousands of grassroots workers, the Himachal Pradesh government has officially approved an honorarium hike for multipurpose workers, water guards, para-pump operators, and parafitters. The decision, issued by the state’s Jal Shakti Department, will benefit approximately 10,000 contractual and semi-contractual employees working under various water and irrigation projects.
Increased Monthly Honorarium from April 2025
The honorarium hike ranges from ₹300 to ₹500 per month depending on the role. The revised payments will be effective retrospectively from April 2025, which means eligible employees will also receive arrears for the months of April to June. However, official orders do not yet mention the timeline or process for arrear disbursement.
New Honorarium Breakdown
Here’s the updated monthly honorarium for each category of worker after the recent hike:
Para Multipurpose Workers: ₹5,500 (previously ₹5,000)
Water Guards: ₹5,600 (previously ₹5,300)
Para Pump Operators: ₹6,600 (previously ₹6,300)
Parafitters: ₹6,600 (previously ₹6,300)
The announcement reflects the government’s recognition of the critical roles played by field-level staff in managing water infrastructure and maintaining essential services in rural and semi-rural areas.
Fulfilling Budget Promises
This decision comes as a fulfillment of promises made by Chief Minister Sukhvinder Singh Sukhu during the presentation of the 2025-26 state budget in March. The ₹58,514 crore budget — Sukhu government’s third annual budget — included a clear focus on employee welfare and social sector investment.
Among other announcements, the budget had earmarked enhanced honorariums for MDM (Mid-Day Meal) workers, water carriers, water guards, and technical field staff in the Jal Shakti department. The official notification in June confirms that these budgetary commitments are being executed in phases.
A Boost for Grassroots Workforce
This raise not only improves the monthly income for thousands of field workers but also sends a positive signal to the semi-regular and outsourced workforce, many of whom operate under demanding conditions with minimal benefits. It also reinforces the government’s intent to invest in rural infrastructure, water resource management, and employee morale.

While the hike is now in effect, employees and unions are likely to seek clarity on arrear payment timelines and further inclusion in long-term employment schemes. The move is, however, being widely welcomed as a step toward greater economic justice and recognition for essential service workers.
