
New Delhi, May 23: Chief Minister Rekha Gupta is set to implement significant changes in the property registration system of the capital. Her aim is to transform the work culture of sub-registrar offices, ensuring that citizens face no issues such as corruption, middlemen, or unnecessary delays when registering properties.
The government’s goal is to develop the registrar offices into modern, transparent, technology-driven, and citizen-friendly service centers, similar to the organized and timely services provided at passport service centers across the country. Gupta stated that under this initiative, the Delhi government aims to create the best system in the country.
To advance this important plan, the Chief Minister recently held a special meeting with senior officials from the relevant department. During this meeting, several companies presented their proposals, showcasing how technology-based systems, trained staff, and integrated digital services can offer citizens fast, transparent, and hassle-free services. Following multiple discussions with officials, it was decided that Delhi should also develop registrar offices that provide meaningful services while increasing government revenue.
Gupta emphasized that citizens visiting the sub-registrar offices should receive respectful, transparent, and timely services. The government is working on a model that eliminates long queues, disorder, technical barriers, and unnecessary interventions. The proposed model aims to provide modern facilities and a professional service experience akin to airports and passport service centers.
According to the Chief Minister, these model centers will feature air-conditioned waiting areas, help desks, digital assistance centers, trained staff, drinking water, clean restrooms, a smart token system, and real-time application tracking. The government’s objective is to ensure that citizens do not have to make repeated visits for registration-related tasks, with most processes being completed in a technology-driven and organized manner.
The modern offices will boast an impressive look, utilizing advanced hardware and the latest software systems. Emphasis will also be placed on reducing waiting times through online appointments, pre-check services, live application tracking, and a smart token system. Gupta noted that a strong focus will be placed on state-of-the-art technology-based security and verification mechanisms to meet future needs. AI-based facial recognition technology will be implemented to ensure applicant identification, background verification, and blockchain-based record security.
The new system will utilize modern technologies such as digital record management, geo-fencing, and secure data integration to prevent tampering of property documents, curb fraud, and minimize disputes. The legal authority and final decision-making powers of the new premium model registrar centers will remain entirely with government officials, with private partners assisting in the process.
Gupta also mentioned that experienced companies will be selected through a transparent process for these modern offices. A significant benefit will be the reduced crowding at existing sub-registrar offices, allowing government officials to focus more on core administrative tasks. The operation of new offices will eliminate middlemen and brokers, as well as reduce risks associated with revenue leakage, incorrect property valuations, tracking pending documents, and fraudulent documents. Gupta firmly believes that citizens should not face unnecessary hassles or rely on intermediaries to access government services. Therefore, the government is working on a model that minimizes human intervention while maximizing digital and tracking-based processes.
