Tamil Nadu Elections: Thoothukudi Collector Mandates Pre-Certification for Political Advertisements

Thoothukudi, April 8: In preparation for the upcoming Tamil Nadu Assembly elections, Thoothukudi District Collector and District Election Officer Vishu Mahajan has issued a comprehensive advisory mandating pre-certification for all political advertisements, in strict accordance with the Election Commission’s guidelines.

According to an official press release, a Media Certification and Monitoring Committee (MCMC) has been established to scrutinize and approve all election-related advertisements released by political parties and candidates in the district.

This initiative aims to ensure transparency during the election campaign period, curb misinformation, and maintain equal opportunities for all.

The Collector stated that obtaining prior approval from the MCMC is essential before publishing or broadcasting political advertisements on any electronic or digital platform. This includes television channels, cable networks, FM radio, cinemas, digital display boards, bulk SMS campaigns, and automated voice calls. The regulations also apply to advertisements on social media platforms such as Facebook, X, Instagram, and YouTube, as well as online website promotions.

As per the guidelines, recognized political parties must apply for advertisement approval at least three days in advance, while independent candidates and unrecognized organizations must submit their applications seven days before the advertisement release. However, during regular campaign days, pre-certification is not required for political advertisements published in newspapers, although the expenses incurred will be recorded in the candidates’ election expenditure register.

Importantly, stricter rules will be enforced during the final phase of the election campaign. For advertisements published in newspapers on April 22 and 23 (within 48 hours of polling), prior approval from the MCMC is mandatory, and applications must be submitted at least 48 hours beforehand.

Applicants are required to submit their applications to the MCMC office located on the ground floor of the Thoothukudi District Collector’s office. Required documents include a duly filled application form, a sample copy of the advertisement (in CD, pen drive, or print format), a cost estimate along with the advertisement script, and a declaration confirming that the content does not violate any regulations or infringe on copyrights.

The Collector warned that publishing advertisements without prior approval or disseminating defamatory content on social media will be considered a violation of election rules. Strict legal action will be taken in such cases, and the associated costs will be added to the candidates’ official election accounts.

Political parties and candidates are urged to strictly adhere to these guidelines and fully cooperate with the district administration to ensure free and fair elections.
