Mumbai, May 21: Maharashtra Chief Minister Devendra Fadnavis announced a definitive timeline for the state’s agricultural loan waiver scheme on Thursday. Officials confirmed this during a press conference following a review of preparations for the Kharif season and meetings of the State Level Bankers’ Committee.

Fadnavis stated that all eligible farmers will receive their loan waivers by June 30. He emphasized that this timely implementation would pave the way for farmers to secure new loans for the upcoming agricultural season.

The Chief Minister directed nationalized banks to strictly achieve at least 80% of their set agricultural loan distribution targets. Although the state government had previously announced the loan waiver scheme, the lack of a specific implementation date had caused considerable confusion among both farmers and banking institutions.

The opposition has also criticized the state administration for this delay. By announcing the June 30 deadline, the Chief Minister has aimed to eliminate uncertainty and expedite the waiver process.

Current statistics indicate that district cooperative banks and rural banks provide 67% of agricultural loans, while other nationalized banks contribute 26%. Fadnavis pointed out that nationalized banks often fail to meet their agricultural loan targets, insisting that they must fulfill at least 80% of their distribution goals.

He further stated that the state government has issued clear instructions to banking institutions, prohibiting them from requiring a CIBIL score from farmers seeking crop loans. “We have informed nationalized banks that no farmer should face inconvenience due to CIBIL score requirements,” he said.

The Chief Minister urged banking headquarters to issue clear notification letters to each local branch, clarifying that a CIBIL score is not mandatory for crop loans. Officials from the Reserve Bank of India (RBI) participated in the meeting, confirming this regulatory stance and assuring that there would be no obstacles in the crop loan process for farmers.

According to officials from the state’s cooperation department, the CIBIL score is a three-digit number that reflects an individual’s creditworthiness. It helps lenders understand how responsible a borrower is regarding loans and their payment behavior.

Fadnavis acknowledged the serious climate risks, noting that current weather forecasts predict only 88% of the usual rainfall, with a decline expected. This pattern raises concerns about moisture pressure on crops.

In response to these weather indicators, the state has prepared extensive contingency plans, including accelerating the implementation of ‘Jalyukt Shivar’ (water conservation) initiatives. To assist the agricultural community, the state has launched the ‘Mahavistar’ mobile application. This app utilizes artificial intelligence (AI) to provide tailored information on crop patterns and directly answer farmers’ agricultural queries.

Additionally, the Maharashtra government is closely monitoring the supply of fertilizers, which is facing global production pressures this year. Chief Minister Fadnavis stated, “To prevent illegal transfers of agricultural fertilizers in industrial sectors, the state administration will implement mandatory videography protocols.”

With the Kharif sowing season approaching, farmers in Maharashtra are urgently seeking the swift implementation of relief measures. The Chief Minister’s decisive intervention regarding loan waivers and simplifying crop loan processes is expected to alleviate the agricultural crisis and streamline farming operations in the state.
