Bhopal, August 1 (HS): From today, two-wheeler riders in Madhya Pradesh’s capital Bhopal and in Indore will not be given petrol if they are not wearing a helmet. CNG stations will also refuse to refill gas for riders without helmets. This rule was issued on Wednesday by Bhopal Collector Kaushalendra Vikram Singh and Indore Collector Ashish Singh under Section 163 of the Indian Civil Protection Act, 2023.

As per the order, petrol pumps in both Bhopal and Indore districts will not supply fuel to any two-wheeler rider who is not wearing a helmet. Strict legal action will be taken against any petrol pump found violating this directive. The rule will be effective from August 1, 2025, and will remain in force till September 29, 2025. Any person, institution, or operator violating the rule will face action under Section 223 of the Indian Penal Code, 2023. The order will not apply in medical or emergency situations. This restriction will be in addition to any other existing rules or orders.
The district administration has issued clear instructions to all petrol pump operators to deny fuel to anyone who arrives without a helmet. If any pump is found violating this order, it will face strict action. Before enforcing the rule, the administration also launched an awareness campaign in the city. Citizens are being informed that wearing a helmet is not just a legal requirement but an essential safety measure.
Although similar rules have been made in the past, they were poorly implemented. This time, with administrative strictness, it is expected that people will take the rule seriously.
It is noteworthy that this move is a positive step towards public safety. If implemented effectively, it can significantly reduce road fatalities. The administration has also made it clear that only ISI-marked helmets will be considered valid. Those wearing cheap, substandard, or half-helmets to bypass the rule will also face action. This will help ensure that people adopt proper safety measures.
