
Srinagar, May 4: Lieutenant Governor Manoj Sinha chaired a high-level meeting on Saturday at the Lok Bhawan to review the progress of the Drug-Free Jammu and Kashmir campaign. The meeting aimed to evaluate district-wise action plans to combat substance abuse and narco-terrorism.
The Lieutenant Governor instructed all district administrations to devise a focused, time-bound, and results-oriented strategy within the next 78 days. He emphasized the need for effective actions at all levels to curb substance abuse and dismantle drug networks.
Sinha called for grassroots participation at the panchayat and ward levels. He stressed the active involvement of religious leaders, academics, businesspersons, youth groups, and social and political activists to transform the campaign into a sustainable public movement.
He directed district commissioners to develop sports facilities in all panchayats and strengthen sports infrastructure across districts. Regular sports competitions and youth engagement activities should be organized under the Drug-Free Jammu and Kashmir campaign to channel the energy and talent of the youth into positive endeavors, steering them away from substance use.
Reiterating the administration’s zero-tolerance policy towards drugs, the Lieutenant Governor called for strict and effective actions against those involved in drug trafficking. He mentioned the need for expedited standard operating procedures (SOPs) to revoke or suspend the driving licenses, passports, and other documents of drug traffickers. He also urged for the swift identification and seizure of properties linked to narco-terrorism and drug traffickers.
To prevent the misuse of prescription drugs, he instructed thorough inspections of pharmacies and increased vigilance in educational institutions and sensitive areas. The Lieutenant Governor also directed district commissioners to identify and take appropriate action against fake or unauthorized de-addiction and rehabilitation centers, ensuring that only certified institutions operate within the established regulatory framework.
He highlighted the importance of strengthening women’s committees and youth clubs as vital community entities in the fight against substance abuse. Their effective participation in awareness campaigns, quick identification of vulnerable individuals, and community-based monitoring mechanisms were emphasized.
Sinha instructed the use of Block Day and Police Station Day as platforms to address public grievances and strengthen trust between citizens and the administration. He also directed officials to make advance and comprehensive arrangements for the smooth conduct of major upcoming religious events, including the annual Shri Amarnathji Yatra and Muharram, stressing the need for adequate provisions to ensure public convenience and safety.
