
Beijing, June 6: On June 5, 2026, the China Human Rights Study Committee and the National Human Rights Education and Training Centers jointly released a report evaluating the implementation of the National Human Rights Action Plan (2021-25).
According to the report, the National Human Rights Action Plan (2021-25) has been fully implemented, achieving all 181 action indicators. Out of the 44 binding indicators, 20 were met ahead of schedule or exceeded the set targets. This has led to significant improvements in the level of human rights protection in China.
The report states that the Chinese government released the National Human Rights Action Plan in September 2021. It set clear goals and actions to promote the development of human rights during the 14th Five-Year Plan period.
Under the joint meeting arrangement of the National Human Rights Action Plan, the China Human Rights Study Committee and 20 National Human Rights Education and Training Centers formed an evaluation team to assess the implementation of the action plan. This evaluation report was prepared based on their findings.
The report emphasizes that China is advancing human rights through development, continuously meeting the growing needs related to various rights. China has achieved the goal of building a moderately prosperous society and has historically succeeded in eradicating absolute poverty.
Furthermore, the report indicates that China effectively addressed the severe impacts of the global pandemic, safeguarding people’s lives and health as much as possible. It has also built the world’s largest education, social security, and healthcare systems. Significant progress has been made towards common prosperity for all, establishing a strong material foundation for the advancement of human rights.
Additionally, the report highlights that China is developing a whole-process people’s democracy and strengthening the rule of law in human rights protection. Improvements have been made to the system of people’s democracy, enriching democratic forms and making democratic channels more accessible. This has granted people broader, more comprehensive, and more substantial democratic rights.
The report also stresses that China has reinforced ecological and environmental protection at every level, in every sector, and throughout the entire process. China has compiled an ecological-environmental code, marking a new phase in the governance of ecological-environmental law. Continuous improvements in ecological-environmental quality have ensured effective protection of environmental rights.
