
Bengaluru, April 25: In a landmark decision aimed at ensuring justice for all communities under Scheduled Castes, the Karnataka Cabinet has unanimously approved internal reservation for the ‘Left’, ‘Right’, and ‘Others’ communities in a ratio of 5.25:5.25:4.5. This announcement was made by Chief Minister Siddaramaiah during a press conference following the Cabinet meeting on Friday.
Siddaramaiah stated that there will be a reservation of 5.25 percent for communities classified as ‘Left’, 5.25 percent for ‘Right’, and 4.5 percent for other communities. According to the budget announcement, the government plans to fill 56,432 positions this year, with notifications to be issued soon to expedite the recruitment process. The Chief Minister emphasized that the government will adhere to the 50 percent reservation cap until the court delivers its final verdict, although it is committed to implementing a 56 percent reservation in the future.
He explained, “In accordance with the High Court’s directive, which set the total reservation limit at 50 percent, internal reservation among Scheduled Castes has been revised. This includes 15 percent reservation for Scheduled Castes and 3 percent for Scheduled Tribes.”
Previously, the reservation for Scheduled Castes (SC) was set at 17 percent, divided in a 6:6:5 ratio. Now, based on the revised calculations for 15 percent reservation, the proposed allocation is approximately 5.3:5.3:4.4.
The Chief Minister noted that the Cabinet finalized the reservation structure with 5.25 percent for ‘Left’ category communities, 5.25 percent for ‘Right’ category communities, and 4.5 percent for other communities, which include groups like Bovi, Lambani, Koracha, Korama, and 59 nomadic tribes.
He expressed confidence that this decision will ensure justice for all communities and mandated that the internal reservation structure be strictly followed in recruitment processes. He also mentioned that until the courts reach a final decision, the 6 percent reservation portion will be treated as ‘backlog’.
Describing this internal reservation among Scheduled Castes as one of the most significant decisions in the country, Siddaramaiah stated that the government is addressing roster-related issues and bringing transformative changes to the lives of marginalized communities.
He highlighted that demands for internal reservation have been longstanding, with ongoing struggles for its implementation. At a conference for Scheduled Castes held in Chitradurga, representatives from 101 SC communities and 59 nomadic groups unanimously supported internal reservation.
Additionally, he noted that a manifesto committee chaired by Home Minister G. Parameshwara had also assured the implementation of internal reservation. Following a Supreme Court order allowing states to decide on internal reservation, a one-member commission led by retired judge Nagamohan Das was formed. Based on its report, the Cabinet initially decided on a 6:6:5 ratio for SC categories. Siddaramaiah explained that at that time, the total reservation was 24 percent (17 percent SC and 7 percent ST), which has now increased to 56 percent.
However, he pointed out that referencing the Indira Sahani case, the court reiterated that reservations should not exceed 50 percent. To clarify the resulting confusion, a technical committee led by the Chief Secretary was established. Based on its recommendations and while adhering to the 50 percent cap, the Cabinet has now decided to implement internal reservation in the 5.25:5.25:4.5 ratio.
It was also decided that 20 percent of the positions available under Category ‘C’ will be reserved for the 59 nomadic communities. Under the current decision, 4.5 percent reservation has been allocated for this category.
The Chief Minister reaffirmed the government’s commitment to equal share and opportunities for all and stated that it has fulfilled its promise. He expressed hope that Dalit organizations and other communities will welcome this decision.
