New Delhi, July 21, 2025: In a major step towards simplifying India’s income tax framework, the Income Tax Bill 2025, which proposes 285 key changes, is set to be tabled in the Lok Sabha today during the Monsoon Session of Parliament. What’s Changing in the Income Tax Law?
According to reports, the 31-member parliamentary committee, chaired by BJP leader Jayant Sinha, has completed its review and will present the findings today. The committee’s report recommends substantial revisions, including the reduction of total sections from 816 to 536, and the number of chapters from 47 to 23 — a 35% decrease in volume.

In terms of text size, the new law uses 2.6 lakh words, significantly down from 5.12 lakh in the previous act — nearly a 50% reduction. This initiative is designed to make the tax law simpler to understand and more user-friendly, especially for individual taxpayers and small businesses.
‘Tax Year’ to Replace ‘Assessment Year’
One of the most notable structural changes in the new bill is the replacement of the term ‘Assessment Year’ with the more intuitive term ‘Tax Year’. Currently, income earned in one financial year is assessed and taxed in the following assessment year — for example, income from 2023–24 is taxed in 2024–25.
The new system proposes a more synchronous model, where the ‘Tax Year’ corresponds directly with the year income is earned, thereby simplifying compliance and reporting for taxpayers.

The bill also introduces 57 comprehensive tables — up from 18 in the existing law — to help clarify TDS (Tax Deducted at Source) and TCS (Tax Collected at Source) processes, exemptions, and deductions. These tables are expected to enhance transparency and serve as ready reference tools for both tax professionals and individual taxpayers.
Additionally, over 1,200 obsolete amendments and 900 sections have been removed, streamlining the law to reduce litigation and confusion.
