Japan Rewards Whistleblowers Reporting Illegal Foreign Workers

Tokyo, May 12: A new initiative was launched on Monday in Ibaraki Prefecture, Japan, offering rewards for individuals who report businesses employing illegal foreign workers.

According to reports, the government will verify the information provided. If the details are found to be accurate and lead to action, the whistleblower will receive a reward of 10,000 yen (approximately 64 US dollars).

This program was introduced due to Ibaraki Prefecture’s alarming trend of having the highest number of undocumented foreign workers among Japan’s 47 prefectures for four consecutive years, as reported by Kyodo News.

The local government stated that while there is a significant labor shortage in the country, foreign workers are essential. However, taking action against businesses hiring illegally will help prevent human rights violations.

The announcement of this initiative was made in February, prompting concerns from local citizen groups and legal organizations about potential discrimination and social division.

According to Kyodo’s report, complaints can only be filed against businesses suspected of illegal employment, brokering, or assisting in such employment. Complaints based on a person’s attire, appearance, or nationality will not be accepted.

On Monday morning, about ten individuals protested outside the provincial government office, demanding the withdrawal of the program.

Guidelines state that complaints can be submitted through a government website, requiring personal information such as name, address, and phone number, along with a copy of an identification document like a driver’s license.

During a press conference in April, Governor Kazuhiko Oigawa emphasized that stopping illegal activities is a fundamental responsibility of the local government. This statement came after several organizations called for the program’s cancellation.

He clarified that the initiative is not aimed at excluding foreigners or being against them.
