Delhi Riots Part of a Global Pattern, Says Former Police Commissioner SN Srivastava

New Delhi, February 22: The Indian Law Institute hosted a one-day event organized by the Group of Intellectuals and Academicians (GIA) to mark the sixth anniversary of the 2020 Delhi riots. The aim was to understand these riots in the context of attempts at regime change and information warfare.

Experts from various fields, including retired ambassadors, former bureaucrats, senior police officials, lawyers, and informed citizens, participated in discussions about different aspects of the Delhi riots.

Former Police Commissioner SN Srivastava stated that the Delhi riots were part of a broader global pattern where riots are used as a means of regime change. He highlighted the challenges faced by police during such riots, noting that rioters anticipated potential harsh actions from law enforcement, which could further escalate protests, similar to incidents seen in Bangladesh and Nepal.

Former RAW chief Sanjeev Tripathi shed light on the concept of “fifth-generation information warfare,” explaining how riots are utilized in modern hybrid conflicts for narrative building, psychological operations, and strategic disinformation.

Ambassador Veena Sikri referenced the Bangladesh model, emphasizing that the crucial question in such scenarios is who controls the narrative. She underscored that perception management and international message control play a significant role in influencing political outcomes.

GIA coordinator Monica Arora remarked that the Delhi riots were an “experiment” aimed at destabilizing governance. She stressed the need for ongoing academic study and public awareness on this topic.

Prominent citizen Chander Vadhwan analyzed the role of the so-called “deep state” and expressed concerns about its potential impacts.

The event concluded with a commitment from the Group of Intellectuals and Academicians (GIA) to continue efforts in raising public awareness, conducting research, and fostering factual discourse on issues related to the Delhi riots.
