Phnom Penh, March 13: The Cambodian government has approved a bill aimed at combating online fraud during its weekly cabinet meeting on Friday. This legislation will impose severe penalties on the main perpetrators of such crimes.
According to Xinhua News Agency, Information Minister Khieu Kanharith stated, “This law is the most crucial legal tool for fighting online fraud in Cambodia, preventing money laundering, and demonstrating that there is no safe haven for criminals in Cambodia.”
Minister Kanharith emphasized that this bill will assist in stopping and eliminating online fraud originating from Cambodian territory.
Under the proposed law, leaders of online fraud centers could face imprisonment ranging from five to ten years, along with fines of up to $250,000. If their operations involve violence, torture, illegal detention, human trafficking, or forced labor, they could face sentences of ten to twenty years and fines of up to $500,000.
In cases where their operations result in death, online fraud operators could be sentenced to 15 to 30 years or even life imprisonment. The draft law also stipulates that online scammers could receive two to five years in prison and fines of up to $125,000.
This draft bill will be passed by the National Assembly and subsequently reviewed by the Senate. It will then be sent to King Norodom Sihamoni for implementation as law.
The Southeast Asian nation has initiated an unprecedented nationwide crackdown on cyber fraud networks to maintain social security, safety, and public order, while also restoring the kingdom’s international image. Authorities have vowed to eliminate online fraud centers by April.
Interior Minister Sar Kheng reported that Cambodia has expelled over 30,000 suspected foreign scammers, while more than 210,000 individuals have left Cambodia since the crackdown on online fraud intensified last June.
