Patna, August 17: Chief Election Commissioner Gyanesh Kumar emphasized the crucial role of educational institutions in enhancing electoral literacy among the youth and reinforcing their trust in democratic processes. He made these remarks during the Electoral Literacy Clubs and ‘ECI-Net’ conference held at Gyan Bhawan in Patna on Monday. On this occasion, the Election Commission launched Electoral Literacy Clubs across the country.
The Chief Election Commissioner stated that elections in India are conducted with complete transparency, adhering to the Constitution, laws, and guidelines issued by the Election Commission. He explained that every stage of the electoral process ensures the monitoring and participation of political parties, candidates, and their representatives, thereby maintaining the credibility and fairness of elections.
Gyanesh Kumar highlighted the necessity of familiarizing students and young voters with India’s electoral system, democratic values, voter registration, voting and counting processes, and the role of the Election Commission. He noted that the informed participation of young citizens is a vital investment in strengthening the future of democracy.
During the conference, a new logo for the Electoral Literacy Club was also unveiled, along with a new tagline: “Learn Democracy, Lead Democracy.” This tagline aims to inspire youth and first-time voters to understand democracy and engage actively and meaningfully in it.
According to the Election Commission, Electoral Literacy Club 2.0 will be developed as an organized, effective, and digital platform in schools, colleges, and universities. Various activities will be conducted throughout the year to promote electoral awareness among youth, their families, and communities.
This initiative will be linked to the ECI-Net digital platform, which provides election-related services from voter lists to voting, all in one place. The Commission announced that a dedicated ELC portal on ECI-Net will help create a network of clubs across the country.
The Commission reported that India has approximately 1.5 million schools, 250 million students, and over 1 million teachers. In higher education, there are around 1,500 universities, 70,000 educational institutions, and 43.3 million enrolled students. The goal is to reach every segment of society with electoral literacy through this extensive educational network.
The Commission believes that ELC 2.0 will provide youth with factual and practical information about the electoral process, while also raising awareness about the transparency, fairness, and credibility of India’s electoral system. This initiative aims to actively transform young citizens into ambassadors of democratic participation.
Earlier, the Chief Election Commissioner also held a meeting with booth-level officials at the Rajgir International Convention Center in Nalanda. During his two-day visit to Bihar (August 16-17, 2026), he reviewed electoral arrangements in the districts of Madhubani, Vaishali, and Nalanda.
