Rajasthan SOG Arrests Four Candidates in Judicial Exam Cheating Scam

Jaipur, 7 December: Additional Director General of Police, Special Operations Group (SOG) Vishal Bansal revealed a major breakthrough in a cheating scandal involving the Rajasthan High Court’s combined competitive examination for Junior Judicial Assistant, Clerk Grade-2, and Assistant Clerk Grade-2 held in 2022. Four candidates who used unfair means to get selected were arrested by the SOG. The examination took place on 12 March and 19 March 2023.

ADG Bansal explained that the entire high-tech cheating network was uncovered during an investigation triggered by reports of malpractice in the EO-RO examination held around the same time. Technical analysis and interrogations revealed that the main mastermind, Paurav Kaler, along with his associate Tulsaram Kaler, provided answers to candidates via Bluetooth devices for hefty sums of money. A case was registered and Paurav Kaler was arrested earlier in connection with this.

To dismantle this gang, a special team led by DIG SOG Paris Deshmukh conducted an extensive analysis of all competitive exams. They confirmed that the same gang was involved in cheating during the High Court Junior Clerk examination as well. Based on this, a case was filed at SOG Police Station, Jaipur for detailed investigation.

Following a thorough probe, the team under Additional Superintendent of Police Prakash Kumar Sharma arrested four selected candidates. They included Dinesh Kumar from Churu (exam centre: Shakti Saraswati Girls School, Churu), Manoj Kumar Boran from Sikar (exam centre: Kesar International Academy, Mansarovar, Jaipur), Ramesh Kumar from Churu (exam centre: Sanjay Public School, Churu), and Manish Budia. At the time of arrest, all were serving as Junior Clerks in different courts across the state. Dinesh Kumar was posted at the court of Additional District & Sessions Judge, Salumber; Manoj Kumar at Rajasthan State Judicial Academy, Jodhpur; Ramesh Kumar at Additional District & Sessions Judge No. 2, Rajgarh, Churu; and Manish Budia at Senior Civil Judge & ACJM, Marwar Junction, Pali courts.

The cheating method was highly sophisticated. Bansal disclosed that the candidates paid large sums for the service – Rs 3 lakh from Dinesh, Rs 4 lakh from Manoj, Rs 5 lakh from Ramesh, and Rs 3 lakh from Manish. The gang had imported a spy camera called Innova Chem Drop Box from Spain for Rs 90,000. Two gang members appeared as candidates and captured screenshots of the question papers with the spy camera, which were instantly sent to Paurav Kaler.

Paurav Kaler, along with his expert solver team, quickly solved the papers and communicated answers to candidates fitted with Bluetooth devices. It was confirmed that on 12 March 2023, Jitendra alias Akshay Jat, and on 19 March 2023, Rajesh Kumar Bijaraniya sent screenshots of the question papers to Paurav Kaler. After their selection, these candidates paid the agreed sum to the gang leader.

So far, a total of 21 accused including the mastermind Paurav Kaler have been arrested. The four Junior Clerks arrested have been remanded to police custody till 10 December 2025 by the court. The SOG is conducting further interrogations to identify other involved persons and financial transactions.

ADG Vishal Bansal reiterated that the SOG will continue strict action against anyone compromising the integrity of public recruitment examinations, as ensuring the fairness of exams remains the state police’s top priority.
