Goa Tops National Rankings for New Criminal Law Implementation

Panaji, February 17: Goa has secured the top position in the country for the implementation of new criminal laws, according to a national ranking assessment released by BPR&D in February 2026. The state achieved an impressive score of 83.10 percent.

In the realm of administrative reforms, Goa scored a perfect 20 out of 20. The state has issued all necessary notifications and fully adopted model rules under the new criminal codes. This demonstrates Goa’s readiness to implement these laws promptly. This achievement reflects the state’s strong preparation, coordinated reforms, and effective execution of procedural, technical, and administrative changes under the new criminal laws.

Goa also showcased robust performance in operational efficiency. The state recorded 100 percent compliance in filing zero FIRs, effectively utilized NAFIS, adopted e-evidence, and improved the digital system from investigation to court. These measures have expedited the investigation process, evidence management, and case resolution.

The state received high marks for its use of information and communication technology. Effective utilization of digital platforms like e-summons, Nyaya Shruti, and MedliPR signifies a significant step towards a technology-driven justice system.

Goa achieved full marks in system integration as well. Two-way coordination has been established between the police, courts, jails, forensic science laboratories, and the prosecution department through platforms like CCtNS, enabling real-time data sharing.

This accomplishment is the result of collective efforts from all departments within the criminal justice system. The Goa Police played a pivotal role in successfully implementing the new laws in collaboration with the judiciary, prosecution, jails, forensic services, and other departments.

This ranking indicates Goa’s commitment to a transparent, citizen-centric, and technology-based justice system. The state will continue to focus on the effective implementation of new criminal laws, capacity building, and improved coordination among departments to ensure timely, fair, and effective justice for its citizens.
