Cyber Fraud Racket Busted in Meerut, Two Arrested

Meerut, March 28: The Central Bureau of Investigation (CBI) announced on Friday that it has dismantled a cyber fraud racket based on SIM box technology. Following searches at six locations in Uttar Pradesh, two suspects were arrested in Meerut.

Authorities identified the accused as Mohammad Bilal and Mohammad Dilshad. They are alleged to have provided telecom infrastructure to facilitate cyber-enabled financial fraud.

According to the CBI, the case involves the misuse of bulk SIM cards through SIM box technology. This technology helps route international or internet-based calls as local calls. It is often used to conceal identities and conduct large-scale fraud.

The investigation revealed that a private company was established in January 2025, under which 108 SIM cards were purchased, presumably for employee use. However, these numbers were later flagged by citizens for involvement in fraudulent activities on the National Cyber Reporting Portal (NCRP) and the Chaksu portal.

Officials reported multiple complaints indicating that numbers linked to these SIM cards were used to impersonate police officers and government officials. Victims were reportedly coerced into transferring money after receiving such calls, marking the initial step in organized cyber fraud schemes.

After extensive technical analysis and coordinated field operations, the CBI conducted searches at six locations in Meerut and Noida. The raids targeted the company director, associates involved in setting up the SIM box infrastructure, a zonal office of a telecom service provider, and an employee from a private firm responsible for the verification process related to bulk SIM issuance.

During the searches, the CBI seized various electronic devices, including laptops, mobile phones, and hard disks, along with incriminating documents and several SIM cards. Notably, a SIM card from Nepal was also discovered, suggesting potential cross-border links in the operation.
