Dehradun, April 1: A special CBI court has sentenced a total of 12 individuals, including the former branch manager of Uttarakhand Gramin Bank, in a significant bank fraud case. The verdict was delivered on Tuesday in Dehradun.
Ram Avatar Singh Dinkar, the former branch manager of the Bajpur branch in Udham Singh Nagar district, received a sentence of four years of rigorous imprisonment along with a fine of ₹50,000. The other eleven accused, identified as Ram Singh, Harjeet Singh, Diwan Singh, Hardatt Singh, Jasveer Singh, Balkar Singh, Puran Chand, Didar Singh, Mahesh Kumar, Gurdeep Singh, and Sona Singh, were each sentenced to one year of rigorous imprisonment and collectively fined ₹3.3 lakh.
This case dates back to 2014-15. The Central Bureau of Investigation (CBI) registered the case on June 19, 2018, following a written complaint from the general manager of Uttarakhand Gramin Bank. The allegations stated that Ram Avatar Singh Dinkar colluded with a private tractor dealer, KGN Tractors and Equipment, violating bank regulations.
The accused fraudulently withdrew ₹3,39,94,657 from the bank under the guise of crop loans (KCC) and agricultural term loans. They misrepresented the loan amounts as margin money for agricultural term loans and transferred the entire sum to the tractor dealer. No tractors or agricultural machinery were ever purchased, resulting in substantial financial losses for the bank.
After a thorough investigation, the CBI filed a chargesheet against all accused on December 24, 2018. Following a lengthy trial, the court found all twelve defendants guilty and announced the sentences today. The CBI presented strong evidence, including documentary proof, bank records, and witness testimonies. The court concluded that the branch manager had grossly violated the bank’s procedures and guidelines by abusing his position.
