New Delhi, August 5: Congress MP Manickam Tagore B. from Virudhunagar, Tamil Nadu, has submitted a notice for a motion of suspension to the Lok Sabha Secretary-General. He is demanding a statement from the Union Home Minister regarding the police action during student protests at Jantar Mantar in New Delhi on July 20, 2026.
In his letter addressed to the Lok Sabha Secretary-General, Manickam Tagore B. stated, “I seek permission to present a motion of suspension to discuss the urgent public interest matter concerning the police action during the student protests on July 20, 2026, at Jantar Mantar in New Delhi. Reports and allegations related to this incident have raised serious concerns about the methods and appropriateness of the force used to disperse the protesters. It is alleged that police employed batons, pellet guns, tear gas, and water cannons, resulting in injuries and widespread public concern. A thorough, fair, and transparent investigation into these allegations is necessary.”
The MP further inquired, “This House has the right to know who ordered the police action and under whose directives it was executed. Was the use of force in accordance with the law, established police procedures, and constitutional safeguards related to peaceful assemblies? Were pellet guns, tear gas, water cannons, or any other crowd control measures used, and under what circumstances? Have there been any complaints regarding police misconduct or excessive use of force, and what actions were taken in response? Will the government order an independent, fair, and timely judicial inquiry to uncover the truth of this incident and hold those responsible accountable if necessary?”
Manickam Tagore B. also questioned, “Will the government immediately withdraw all FIRs filed against students in connection with the protests in Delhi and assure that police action, criminal prosecution, or any form of legal pressure will not be imposed in response to peaceful student protests and democratic dissent? Does the government intend to engage with students through dialogue rather than coercive measures to address their grievances? Given the public concern surrounding this incident, if the investigation proves that excessive or unjustified force was used against peaceful protesters, will the Prime Minister express regret in Parliament and apologize to the students?”
The MP emphasized, “The allegations surrounding this incident have generated widespread concern among the public and raised serious issues related to freedom of speech and expression, the right to assemble peacefully, the protection of civil liberties, and public trust in law enforcement agencies. It is the duty of this House to investigate these issues and hold the government accountable. Therefore, I request that the normal proceedings of the House be suspended for an immediate discussion on this matter, and that Union Home Minister Amit Shah be asked to provide a detailed statement before Parliament regarding this incident and the actions proposed by the government.”
