Odisha Aims for Maoist-Free Status by March 31, Says Chief Minister Mohan Charan Majhi

Bhubaneswar, March 24: Odisha Chief Minister Mohan Charan Majhi announced on Monday that only 15 Maoist cadres are currently active in the state. He expressed optimism that Odisha will achieve a Maoist-free status by March 31.

In a written response to a question in the state assembly, CM Majhi stated that according to the central government’s Security Related Expenditure (SRE) scheme, only Kandhamal district is currently classified as a Maoist-affected area. Eight other districts—Boudh, Balangir, Kalahandi, Koraput, Malkangiri, Nabarangpur, Nuapada, and Rayagada—are designated as Legacy and Promotion (L&T) districts.

CM Majhi noted, “Aside from the presence of about 15 Maoists in some border areas of Kandhamal, Kalahandi, and Rayagada, there is no Maoist presence in any other part of the state.”

He further revealed that a total of 96 Maoist insurgents have surrendered in the state over the past two years, from 2024 to March 15, 2026.

To facilitate the reintegration of Maoists into mainstream society, the state government is providing assistance under its ‘Surrender and Rehabilitation’ policy. This includes financial aid, housing, monthly stipends, vocational training for up to 36 months, marriage assistance, health cards, and ration cards to ensure a smooth transition into society.

In response to another question, CM Majhi stated that in the last five years (from 2021 to March 15, 2026), 15 civilians and five government employees have lost their lives in various Maoist attacks and related violent incidents across the state.

During this period, between 2021 and March 15, 2026, security forces have killed 50 Maoists in encounters, arrested 78 insurgents, and 125 members of the Maoist party have surrendered.

Reiterating the government’s goal to make Odisha completely Maoist-free by March 31, 2026, CM Majhi highlighted that ongoing operations and rehabilitation programs are consistently reducing the number of active cadres across the state.
