Cape Town, September 16 (Daily Kiran) : Kerala’s Speaker, T. Radhakrishnan, presented the state’s innovative governance and inclusivity initiatives at the 69th Commonwealth Parliamentary Conference held in Cape Town. He emphasized that the Kerala Assembly has emerged as a model for democratic institutions worldwide.
During his address, Radhakrishnan, who has served as a legislator for eight terms, discussed several significant reforms introduced by the Kerala Assembly in legislative processes and democratic governance. He highlighted the state’s unique ‘Subject Committee System,’ the first of its kind in India, which enhances legislative scrutiny of laws and administrative matters.
The 76-year-old Speaker noted that Kerala is also working to deepen the engagement between citizens and legislative bodies. Efforts are underway to establish a system that allows the public to directly pose questions in the Assembly, fostering a more direct connection to the legislative process.
Radhakrishnan underscored the state’s commitment to inclusivity, stating that Kerala has adopted a rights-based approach for people with disabilities. This initiative aims not only to provide basic infrastructural support but also to empower individuals, ensuring equality and respect.
He explained that the state has implemented a comprehensive legal framework under the ‘Rights of Persons with Disabilities Act, 2016,’ along with policies related to education, healthcare, employment, and social security. This approach goes beyond mere infrastructure provision.
The Speaker emphasized Kerala’s efforts to make democratic institutions more inclusive, representative, and responsive to the needs of the people. He also highlighted the increasing role of technology in enhancing the accessibility and efficiency of legislative bodies.
The main focus of the conference was on the functioning of parliamentary institutions and ways to strengthen democratic systems. Radhakrishnan’s presentation showcased Kerala’s legislative practices to parliamentarians and legislators from Commonwealth countries.
