Jharkhand Strengthens Disaster Management with Key Decisions, Increases Road Accident Compensation to 4 Lakhs

Ranchi, April 29: Chief Minister Hemant Soren chaired a review meeting of the State Disaster Management Authority at the Jharkhand Secretariat on Tuesday. Several significant decisions regarding disaster management were agreed upon during this meeting. Approval was granted to extend the service period of capacity enhancement officers and district disaster management officials under the ‘Other Disaster Management Program’ until the financial year 2026-27.

The government has decided to simplify the process for providing ex gratia grants to the dependents of individuals who die in various local disasters. The verification of incidents will now be conducted by the Deputy Commissioner of the respective home district, who will also provide the ex gratia amount. To prevent double payments, verification has been made mandatory. It was also decided that insured individuals can either receive the ex gratia amount under disaster management or benefit from state/central government insurance schemes, but not both.

The assistance amount for the dependents of those who die in road accidents has been increased to 4 lakhs, up from the previous 1 lakh.

The meeting emphasized enhancing the effectiveness of the ‘Youth Disaster Friend Scheme.’ A database of volunteers operating in Dumka, Godda, Pakur, and Sahibganj districts will be prepared and linked to the Emergency Response Support System. The Chief Minister directed the preparation of standard operating procedures and proposed providing allowances to the volunteers.

Considering the number of deaths due to drowning in the state, post-incident approval was given for identifying divers and providing them with training. The Chief Minister stressed increasing the number of divers and instructed the inclusion of police personnel and home guards, as well as women, in the planning process.

Disaster Management Minister Irfan Ansari, Chief Secretary Avinash Kumar, and several senior officials were present at the meeting.
