
Lucknow, March 8: In response to the evolving global security landscape and the rising challenges of information-based conflicts, the Indian Army’s Central Command held its inaugural ‘Strategic Communication Conference’ on Saturday in Lucknow. The event took place at the Surya Auditorium in the Lucknow Cantonment, attracting nearly 500 participants who engaged in extensive discussions on the role of strategic communication within the national security framework.
The conference included senior military officials, diplomats, government communication experts, and specialists in defense and foreign policy from the media. Expert sessions and panel discussions covered various topics, including the institutional dimensions of national security, perception management, information power, and the role of strategic communication in multi-domain operations.
Lieutenant General Anindya Sengupta, the General Officer Commanding-in-Chief of the Central Command, emphasized the fundamental changes in the nature of modern conflicts, stating that warfare is no longer confined to traditional battlefields. Today, the information and cognitive domains have become crucial components of warfare.
He highlighted the importance of perception management, explaining that perception shapes legitimacy, which in turn influences effectiveness, ultimately determining outcomes. In today’s context, narratives are increasingly being used as weapons, making it essential to institutionalize strategic communication. This approach should be proactive, principle-based, and capability-driven.
Defense and strategic affairs expert Nitin Gokhale shared his insights on “Strategic Communication in the Emerging Information Domain,” noting that the power of information has become a vital part of any nation’s strategic capability.
The session also addressed the institutionalization of strategic communication for future preparedness in the emerging information domain. Former Permanent Representative Ruchira Kamboj, former Ambassador Yashvardhan Sinha, and Lieutenant General Raj Shukla contributed their perspectives. A subsequent special dialogue session focused on strategies, structures, and processes of strategic communication in multi-domain operations, featuring experiences from Ambassador Dilip Sinha, Dr. Shantanu Mukherjee, Veena Jain, Sharat Chandra, and Lieutenant General D.P. Pandey.
Lieutenant General Naveen Sachdeva, Chief of Staff of the Central Command, summarized the day’s discussions and expressed gratitude to the participants. According to the organizers, the conference aimed to strengthen strategic communication as an institutional capability within India’s national security structure and to develop useful recommendations for new strategies, structures, and processes at both policy and practical levels in the emerging information domain.
