India and France Strengthen Innovation Ties with 2030 Roadmap

New Delhi, June 15: The Indian government announced on Monday that the vision of ‘Developed India 2047’ and France’s ‘France 2030’ ambition offer numerous opportunities for future-oriented innovation partnerships. These initiatives aim to create new investment avenues in emerging and transformative technologies.

According to an official statement, India and France have agreed to adopt the India-France Innovation Roadmap 2030. This roadmap will guide collaboration between the two nations in co-developing significant and emerging technologies, strengthening a reliable technological ecosystem, enhancing mobility in education and research, and delivering tangible results for people, the environment, and shared prosperity.

Both countries recognize that innovation is a key foundation for economic resilience, sustainable development, strategic autonomy, and technological and industrial sovereignty.

The statement emphasized that a robust innovation partnership will help unlock the full innovative potential of both nations and play a crucial role in addressing global challenges.

Building on the India-France Artificial Intelligence (AI) declaration issued in February 2025 and the AI Action and Impact Summit hosted by France and India in 2025 and 2026, both countries have agreed to make ‘Trusted AI’ a central pillar of their innovation partnership.

The statement noted that both nations will work together to promote secure, protected, and reliable AI systems. These systems will align with democratic values and human rights, prevent discrimination and the spread of misinformation, and support the 2030 Agenda for Sustainable Development.

India and France will encourage collaboration among regulatory bodies, standard-setting organizations, and technical experts to develop risk-based and mutually aligned regulations for AI governance.

This will also include advanced and generative AI models, ensuring that the pace of innovation and national development remains unaffected.

Both countries acknowledged that AI-based services could pose significant risks in the digital environment, particularly for vulnerable groups such as children.

In light of this, India and France have agreed to prioritize online safety for children within their AI partnership and to enhance cooperation in this area.

The two nations also recognized that arrangements for privacy-protected data sharing are crucial for harnessing the full potential of AI and data-driven innovation while safeguarding individuals’ fundamental rights.

Under the shared objectives of the Horizon 2047 framework, both countries believe that STEM (Science, Technology, Engineering, and Mathematics) education, research partnerships, talent mobility, and institutional collaboration will play a vital role in preparing future generations to tackle global challenges.

The statement highlighted that both parties acknowledge the significance of France’s goal to welcome 30,000 Indian students by 2030 and reaffirm their commitment to strengthening people-to-people ties.

Several academic institutions from India and France have agreed to advance academic collaboration through student exchanges and joint research programs.

Both nations also recognize that small and medium enterprises (SMEs) play a critical role in innovation, job creation, and inclusive economic growth.

With this in mind, India and France expressed their intention to explore more opportunities for dialogue and cooperation between their respective SME ecosystems.
