Srinagar, June 29: Jammu and Kashmir Chief Minister Omar Abdullah has written to Punjab Chief Minister Bhagwant Mann regarding illegal levies imposed on animal transport vehicles passing through Punjab.
Kashmiri mutton traders are currently on an indefinite strike. They allege that certain contractor groups are unlawfully collecting heavy taxes from vehicles traveling to Jammu and Kashmir. Abdullah has urged the Punjab government to intervene and put an end to these illegal practices.
In his letter, he highlighted a troubling issue brought to his attention by the ‘All Kashmir Wholesale Mutton Dealers Union.’ This issue pertains to the difficulties faced by Jammu and Kashmir’s livestock traders and transporters while passing through Punjab.
The union has reported that vehicles loaded with animals heading to Jammu and Kashmir are allegedly stopped by contractor groups linked to livestock fairs. Despite having all valid permits and necessary documents, these vehicles are subjected to illegal fee collections.
Abdullah stated that such obstructions cause unnecessary delays, financial losses, and distress for transporters, adversely affecting animal welfare as well.
The Jammu and Kashmir government’s Department of Food, Civil Supplies, and Consumer Affairs has also investigated this matter through an internal committee. It was found that transporters are being forced to make hefty payments per vehicle without any legal authorization.
Abdullah noted that the committee discovered that the movement of animals is exempt from GST, and the imposition of such fees is placing an additional burden on the livestock trade. This, in turn, impacts meat prices and consumers in Jammu and Kashmir.
He emphasized the long-standing friendship, cooperation, and economic interdependence between Punjab and Jammu and Kashmir. Such actions contradict the spirit of mutual cooperation that has traditionally characterized their relationship, raising concerns within the business community.
Abdullah also mentioned that the tender process related to livestock fairs is set to begin soon. Stakeholders have expressed fears that without proper security measures, these illegal activities may continue during the upcoming contract period, causing repeated troubles and financial losses for livestock traders.
He requested the Mann government to investigate the matter and ensure the smooth, safe, and uninterrupted movement of animal transport vehicles through Punjab. It should also be ensured that no illegal interference or fee collection occurs from transporters who possess valid documents and comply with all legal requirements. Abdullah expressed his gratitude for Mann’s support and cooperation in this matter.
