Beijing, February 19: China has presented a significant policy document outlining its comprehensive stance on reforms within the World Trade Organization (WTO). This marks the first detailed policy proposal from China since the initiation of the WTO reform process.
The Chinese Ministry of Commerce announced on Thursday that the document, titled “China’s Position on WTO Reforms Under Current Circumstances,” has recently been submitted to the WTO.
It is noteworthy that the WTO began its essential reform process in June 2022. While some countries have imposed unilateral tariffs that disrupt the global trade system, others have misused the decision-making process, hindering multilateral negotiations. Amid these challenges, WTO members commenced discussions on extensive reforms in the latter half of 2025. China had previously shared its views on this matter in 2018 and 2019, and now it has advanced with this latest document.
According to reports, China’s policy document is based on three main principles. First, China reiterated its support for inclusive globalization and the multilateral trading system. The document emphasizes the importance of advancing WTO reforms in the current context.
Second, China proposed that development should occupy a central place on the WTO reform agenda. It stressed the need to assist developing countries in capitalizing on new opportunities in areas such as the digital economy, green transformation, and artificial intelligence (AI).
Third, the document highlights the necessity of discussing government policies that distort international trade. It also calls for a shared consensus on fair competition while respecting the diverse economic systems and stages of development among member countries. The aim is to create an international trade environment that aligns with the real needs of industries.
