
New Delhi, April 2: The Rajya Sabha passed the Andhra Pradesh Reorganization (Amendment) Bill, 2026 on Thursday. This significant legislation grants legal recognition to Amaravati as the permanent capital of Andhra Pradesh. It also provides a legal foundation for the resolution passed by the Andhra Pradesh Assembly regarding this matter. The Lok Sabha had already approved the bill prior to this. A discussion was held in the house before the bill was passed.
Union Minister of State for Home Affairs Nityanand Rai responded to the discussion, stating that this amendment ensures that Amaravati will be the capital of Andhra Pradesh after a specified period. Additionally, a clear clarification is being added to the act to ensure that Amaravati is recognized as the legal capital of the state. This amendment is also necessary to implement the resolution passed by the Andhra Pradesh Assembly on March 28, which will officially include Amaravati’s name as the state capital and eliminate any legal ambiguities or disputes.
He emphasized that a clear and stable capital is crucial for the administrative framework of any state. It enhances transparency in governance, strengthens the decision-making process, and accelerates the implementation of development plans. Granting legal status to Amaravati as the capital will encourage investment in the state, expedite infrastructure development, and boost overall economic progress.
The Minister of State for Home Affairs stated that under the leadership of the Prime Minister, the central government is fully committed to the comprehensive and balanced development of Andhra Pradesh. The Minister noted that provisions regarding the capital were made during the reorganization of the state under the Andhra Pradesh Reorganization Act, 2014. At that time, it was arranged that Hyderabad would serve as a joint capital for a specified period, after which a new capital for Andhra Pradesh would be developed. However, the act did not contain a clear legal mention of a permanent capital, leading to interpretative and administrative ambiguities over time.
In this context, the Andhra Pradesh government issued a notification designating Amaravati as the state capital. Subsequently, discussions regarding the capital continued at various levels within the state. Recently, the Andhra Pradesh Assembly passed a significant resolution requesting the central government to make necessary amendments to grant Amaravati the status of the legal capital of Andhra Pradesh.
He reiterated that the central government fully respects the democratic aspirations and legislative decisions of the states. This amendment bill was presented in the house considering the resolution passed by the Andhra Pradesh Assembly.
