Kolkata, August 14: The West Bengal government has announced that promotions for officials above a certain pay scale will now require approval from the Chief Minister‘s Office (CMO).
The state’s Personnel and Administrative Reforms Department issued a notification detailing the conditions under which promotions for government officials must be approved by the CMO.
The notification specifies which pay scale grades will necessitate this approval. The pay matrix will follow the ‘West Bengal Service (Revisions of Pay and Allowances) Rules.’
According to the notification, state government officials in Pay Band-5 (ranging from ₹37,400 to ₹60,000) and those with a grade pay of ₹8,900 will fall under this new regulation, requiring CMO approval for their promotion proposals.
In such cases, the Personnel and Administrative Reforms Department will forward the promotion files to the CMO, and approvals will only be granted after receiving consent from the Chief Minister’s Office.
However, this directive is not entirely new. The department had previously issued notifications on July 7, 2014, and February 7, 2020. The new guidelines serve as a reminder for departments to strictly adhere to the earlier notifications.
The notification also emphasizes that there should be no leniency in enforcing these rules. In addition to tightening promotion regulations, the department has requested a detailed list from all other state departments of officials eligible for promotion within the next seven days who fall under Pay Band-5.
Secretaries, Principal Secretaries, and Additional Chief Secretaries of the relevant departments have also been asked for additional necessary information about these officials, including when they last received a promotion and whether it was granted with the CMO’s consent.
