
New Delhi: Senior Taliban member Mufti Noor Ahmad Noor has arrived in New Delhi and will assume charge as the Chargé d’Affaires (CDA) at the Afghan Embassy in India, according to official sources.
Noor Ahmad Noor previously served as the Director General of the First Political Department at Afghanistan’s Ministry of Foreign Affairs. Relations between India and Afghanistan have seen considerable improvement in recent months. In October 2025, Afghanistan’s Foreign Minister Amir Khan Muttaqi undertook a seven-day visit to India, which marked a warming of ties between the two countries.
Responding to questions during his visit, Foreign Minister Muttaqi stated, “This is our flag. This is 100 percent our embassy. Everyone working here is with us.”
Notably, Mufti Noor was part of Muttaqi’s delegation in New Delhi. During the visit, a meeting was held between Muttaqi and India’s External Affairs Minister S. Jaishankar, where both sides agreed to accept diplomats appointed by the Islamic Emirate to the Afghan Embassy.
This was the first official visit by an Afghan foreign minister since the Taliban took control of Afghanistan. After nearly five years of Taliban rule, Noor Ahmad Noor has now been entrusted with responsibilities at the Afghan Embassy in India. Prior to this, he visited Bangladesh in December 2025.
India has not formally recognised the Taliban government but continues to emerge as a key supporter of Afghanistan. India has sustained its aid and medical supplies to Afghanistan despite the political situation.
Meanwhile, Taliban-appointed ambassadors are managing Afghan trade missions in Mumbai and Hyderabad. Previously, Said Mohammad Ibrahim Khalil, appointed by the former government of President Ashraf Ghani, served as CDA in New Delhi.
Several high-level Afghan delegations have visited India recently with the aim of strengthening bilateral ties, boosting trade and energy cooperation, activating the Chabahar Port in Iran (built by India), and attracting greater investment.
