New Delhi, July 30: The Rajya Sabha will present the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, this Thursday. During the proceedings, Chairman C.P. Radhakrishnan informed the house that the bill, passed by the Lok Sabha, has been granted exemption under Rule 123 of the Rules of Procedure for consideration and passage in the Rajya Sabha. Accordingly, a supplementary agenda has been released, and the amendment proposals received by Thursday afternoon have been approved.
Union Minister of State (Independent Charge) for Science and Technology, Dr. Jitendra Singh, will present the amendment bill in the Rajya Sabha. The proposed amendments include provisions for expedited investigations, fast-track courts for swift hearings, timely resolution of appeals, and stringent penalties.
Notably, these amendments have been introduced in response to recent incidents of question paper leaks and organized malpractices related to examinations. They aim to enhance accountability and impose strict measures against such offenses, ensuring the integrity of public examinations. The bill proposes harsher penalties for those using unfair means, including a minimum of five years in prison, extendable up to ten years.
Additionally, the maximum fine is proposed to increase from ₹10 lakh to ₹50 lakh. The Rajya Sabha Chairman stated that a copy of the bill passed by the Lok Sabha was made available electronically to the members on Tuesday around 3:30 PM. Given the limited time for members to study the bill and prepare amendment proposals, special arrangements have been made.
Members wishing to submit amendment proposals have been given the opportunity to do so by Thursday afternoon. This timeline was set to allow the secretariat to review all proposals and prepare a list for timely distribution among members.
With this announcement, the parliamentary process for discussing and passing the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, in the Rajya Sabha has been set in motion.
