
New Delhi, June 7: In Bihar, all vehicles transporting sand, stones, and other minor minerals from other states are now required to obtain an Interstate Transit Pass (ISTP). This new regulation will take effect across the state starting June 10.
The mining officer of Nawada district announced on Saturday that, according to a notification from the Department of Mines and Geology in Patna, every vehicle entering Bihar must register on the ISTP portal. Without this pass, mineral transportation will not be permitted.
The officer stated that the fee for the Interstate Transit Pass has been set at ₹60 per metric ton and ₹85 per cubic meter. All vehicle owners must register their vehicles on the ISTP portal. They should promptly visit the relevant website for registration and complete the necessary procedures using the login ID and password received after registration.
It was further explained that vehicles must obtain the Interstate Transit Pass within six hours of the transport challan being issued from the source site of the minerals in other states. Payment for the transit pass must be made exclusively online. The validity of the ISTP challan will align with the validity of the mineral transport challan.
During mineral transportation, it is mandatory to carry both the Interstate Transit Pass and the valid mineral transport challan issued by the respective state. If either document is not available during inspections, penalties will be imposed under the Bihar Minerals (Prevention of Illegal Mining, Transportation, and Storage) Rules, 2019, as amended in 2026.
To register vehicles, users should first visit the ISTP portal. After registration, they can log in using the created login ID and password. Payment for the transit pass will only be processed through the online payment portal. The validity of the ISTP challan will correspond with the mineral transport challan. Additionally, it is essential to carry the valid mineral transport challan from other states during transportation. Vehicles involved in illegal mineral transport will be seized and released only after the payment of fines.
