
New Delhi, February 9: A significant advancement has been made to strengthen Transit-Oriented Development (TOD) around the Nammo Bharat Corridor being developed in the National Capital Region (NCR). The National Capital Region Transport Corporation (NCRTC) has signed a Memorandum of Understanding (MoU) with the prestigious School of Planning and Architecture (SPA-Delhi) at its Center of Excellence in Planning and Design.
The MoU was signed in the presence of NCRTC Managing Director Shalabh Goyal and SPA-Delhi Director Prof. Dr. V.K. Paul. This partnership aims to ensure better planning and effective implementation of TOD zones around all Nammo Bharat Corridors being constructed in the NCR.
The vision of balanced development and sustainable regional mobility from NCRTC, combined with SPA-Delhi’s academic and technical expertise in urban planning and design, will promote integrated land use and transport planning around stations and their surrounding areas.
Under the TOD policy, high-density, mixed-use, and compact development is encouraged around transit hubs. This fosters the creation of pedestrian-friendly, inclusive, and vibrant urban areas. Improved TOD zones will provide safe pedestrian pathways, enhanced last-mile connectivity, easy access to public spaces, and essential services near transit hubs. This reduces reliance on private vehicles and promotes public transportation.
This initiative will also emphasize increasing land use efficiency, strengthening evidence-based public investment, and implementing financial mechanisms like land value capture to ensure the economic viability of infrastructure projects.
The MoU aligns with the comprehensive policy of the Ministry of Housing and Urban Affairs to promote TOD along transit corridors. A six-point coordination framework has been established, which includes identifying TOD corridors, notifying influence zones, developing local area plans, listing land and properties, identifying potential development areas, and facilitating policy cooperation.
SPA-Delhi will act as a knowledge partner for NCRTC in this collaboration, providing support in surveys, spatial analysis, stakeholder consultations, and policy recommendations. This MoU can also be applied to other Nammo Bharat Corridors approved in the future.
India’s first high-speed, high-frequency regional transit system, Nammo Bharat, connects major metropolitan areas like Delhi, Ghaziabad, and Meerut. Integrating it with TOD zones will not only enhance the travel experience but also ensure overall and sustainable urban development in the surrounding areas.
