
Mumbai, March 6: The Maharashtra government plans to allocate a record ₹3.12 lakh crore for salaries, pensions, and interest payments during the 2025-26 fiscal year. This amount will account for over 50% of the total revenue expenditure, which is estimated at ₹6.06 lakh crore, according to officials. The projected revenue for the state is ₹5.60 lakh crore.
According to the economic survey for 2025-26, the expenditure on salaries will reach ₹1.72 lakh crore, representing 28.5% of the total revenue expenditure. In comparison, the expenditure for the fiscal year 2024-25 was ₹1.46 lakh crore, which constituted 25.9%.
The state government will spend ₹75,137 crore on pension payments, up from ₹60,038 crore in 2024-25, which was 10.7% of the total expenditure. Interest payments are expected to be ₹64,659 crore, an increase from ₹54,687 crore in the previous year.
Additionally, the state government will incur costs of ₹58,528 crore, compared to ₹60,623 crore in 2024-25. The government plans to spend ₹1.70 lakh crore on grant assistance, which is 28.1% of the total, down from ₹1.78 lakh crore (31.6%) in the previous fiscal year.
Other expenditures are projected to be ₹65,225 crore, slightly higher than ₹63,520 crore in 2024-25. The total revenue expenditure is expected to rise from ₹5.62 lakh crore in 2024-25 to ₹6.06 lakh crore.
The economic survey also highlighted that Maharashtra has maintained the top position in India with a 31% share of foreign direct investment (FDI) from October 2019 to March 2025. During 2024-25, exports from the state contributed 15% to India’s total exports.
In the current year, software exports from the state reached ₹1.74 lakh crore by January 2026. Following the implementation of the IT and ITES policy in 2023, 37 public IT parks have been established with an investment of approximately ₹18,595 crore, creating around 2.7 lakh jobs by December 2025.
As of February 10, 2026, Maharashtra holds the highest share (17%) of startups in India. By December 2025, the total number of registered MSMEs on the enterprise registration portal in the state was 6.385 million, generating a total of 2.5284 million jobs.
The state government has announced the Maharashtra Industry, Investment, and Service Policy 2025 to establish Maharashtra as a major global business hub, aiming to attract significant investments, promote innovation, and accelerate technology adoption.
