Jharkhand Cabinet Approves Key Proposals Under Chief Minister Hemant Soren

Ranchi, March 13: The Jharkhand Cabinet, led by Chief Minister Hemant Soren, convened on Thursday to approve several significant proposals aimed at enhancing the state’s development, education, administrative reforms, and infrastructure. The meeting addressed various issues, including amendments to scholarship schemes, construction of new university buildings, establishment of district libraries, pension matters, and various administrative reforms.

The Cabinet approved amendments to the state’s Manki-Munda scholarship scheme, aiming to strengthen educational incentives for tribal students.

To promote modern driving training and research, the proposal for establishing a Driving Training and Research Institute (IDTR Tier-1) was also approved. The total estimated cost of this project is ₹22.03 crore, with the central government contributing ₹17 crore, Tata Motors providing ₹1.82 crore, and the remaining ₹3.21 crore funded by the state government.

Additionally, the Cabinet approved the relocation and construction of a proposed 528-bed hostel for Scheduled Tribe female students at the Women’s College Ranchi (Science Block). The Cabinet also extended the service of Tata Consultancy Services, the system integrator under the state’s CT-ANIS project, for one year from October 1, 2025, to September 30, 2026.

An increase in the breakfast allowance for National Cadet Corps (NCC) cadets during training was also sanctioned. Furthermore, the Cabinet approved the transformation of the women’s college under Sido Kanhu Murmu University in Sarath (Deoghar) into a co-educational institution, renaming it Degree College, Sarath.

In preparation for the 2027 Census, the Cabinet approved the appointment of technical personnel and multi-tasking staff through outsourcing agencies. The service of Redbird Airways Private Limited for government flights for VIPs and VVIPs was extended for six months under the same terms and conditions. The Cabinet also approved renaming the Kedaltanganj railway station in Palamu district to Medininagar railway station.

The implementation of the centrally sponsored Pradhan Mantri Awas Yojana (Urban 2.0) in urban areas was decided, aimed at providing housing for the urban poor.

The Cabinet approved several construction projects for universities and colleges in the state. This includes ₹48.56 crore for a new building at SS Memorial College, Ranchi University, ₹88.92 crore for JLN College, Chakradharpur under Kolhan University, ₹69.57 crore for a new women’s college in Godda, and ₹40.19 crore for a degree college in Boarijor, Godda.

The establishment of state-of-the-art district libraries in 23 districts was also approved. Approximately ₹276.49 crore will be allocated for the construction, furniture, and book procurement for these libraries, which will have a seating capacity of 800.

To ensure timely and transparent resolution of complaints related to government employees, the Cabinet approved the Jharkhand Government Servant Complaint Redressal Rules 2026.

Additionally, the Cabinet sanctioned pension benefits for retired employees in various cases, amendments to the free school bag scheme for students from classes 1 to 8 in government schools, establishment of four Centers of Excellence at BIT Sindri, and approval of reservation roster rules for appointments and promotions in universities.
