India Leads the World in Issuing Compliance Certificates Under the Nagoya Protocol

New Delhi, March 31: India has emerged as a global leader in issuing internationally recognized compliance certificates (IRCC) under the Nagoya Protocol (ABS). According to the latest data from the ABS Clearing-House, India has issued over 56% of all certificates globally. Out of a total of 6,311 certificates issued worldwide, India has contributed 3,561 IRCCs, significantly outpacing other countries in implementing the protocol.

Among the 142 countries registered on the ABS Clearing-House, only 34 have issued IRCCs so far. Following India, France ranks second with 964 certificates, followed by Spain (320), Argentina (257), Panama (156), and Kenya (144). This achievement reflects India’s strong commitment to the fair and transparent use of biological resources and associated knowledge.

Under the Nagoya Protocol, countries providing access to genetic resources and traditional knowledge are required to issue IRCCs. These certificates serve as official proof that prior informed consent has been obtained and mutually agreed terms have been established between resource users and providers. The details are then uploaded to the ABS Clearing-House.

International biodiversity councils (IRCC) play a crucial role in monitoring the use of genetic resources, from research and innovation to commercial applications, ensuring that benefits are equitably shared with the provider country.

India’s leading position highlights the effective implementation of its ABS framework under the Biodiversity Act of 2002. This framework is executed at the national level by the National Biodiversity Authority, at the state level by State Biodiversity Boards/Union Territory Biodiversity Councils, and at the local level by Biodiversity Management Committees. Streamlined processes and robust institutional mechanisms have facilitated efficient processing of applications and ensured compliance with international obligations.
