New Delhi, June 13: The second Foreign Office Consultations (FOC) between India and Papua New Guinea were held virtually on June 12, 2026. The inaugural FOC took place in 2022 in the capital, Port Moresby.
The Ministry of External Affairs issued a statement confirming the meeting. The Indian delegation was led by Vishvesh Negi, Joint Secretary (Oceania) in the Ministry, while Elias Wohengu, the Secretary of Foreign Affairs, represented Papua New Guinea.
During the meeting, both sides reviewed various aspects of bilateral relations, focusing on development partnerships, political contacts, economic cooperation, and cultural ties. They also exchanged views on collaboration in multilateral forums, issues related to the Indo-Pacific region, and regional and global developments.
Both parties expressed satisfaction with the positive progress in India-Papua New Guinea relations and agreed to further strengthen ongoing cooperation across various sectors.
It was also decided that the next round of Foreign Office Consultations would be held in Port Moresby on a mutually agreed date.
Diplomatic relations between India and Papua New Guinea have been consistently cordial, stable, and cooperative since Papua New Guinea gained independence in 1975. In recent years, India has prioritized its relations with Pacific Island nations under its ‘Act East Policy,’ with Papua New Guinea emerging as a key strategic and economic partner.
Strong diplomatic ties exist between the two nations, with Papua New Guinea maintaining a High Commission in New Delhi and India operating a High Commission in Port Moresby. This institutional framework plays a crucial role in maintaining regular dialogue and cooperation.
In May 2023, Prime Minister Narendra Modi made a historic visit to Papua New Guinea, marking the first visit by any Indian Prime Minister to the island nation. During this visit, he co-chaired the third summit of the Forum for India-Pacific Islands Cooperation (FIPIC) with Prime Minister James Marape. This trip was seen as a significant step in enhancing the relationship between the two countries.
According to the Ministry of External Affairs, economic and trade cooperation between the two nations is also expanding. Papua New Guinea is rich in natural resources, including gold, copper, and natural gas. India imports liquefied natural gas (LNG) from there, while Indian companies are actively seeking investment opportunities in the mining and energy sectors.
Furthermore, India plays a vital role in capacity building and development cooperation with Papua New Guinea. Through various training programs, technical assistance, and development projects, India contributes to strengthening the human resources and institutional capacities of Papua New Guinea.
Overall, the relationship between India and Papua New Guinea is based on political trust, economic cooperation, and development partnerships, showing potential for deeper engagement and expansion in the future.
