
Gandhinagar, June 13: Gujarat has emerged as a frontrunner in implementing the Prime Minister‘s Swamitva scheme. In the second phase of the program, the state issued more than half of all property cards prepared across India, completing drone-based mapping in over 11,500 villages.
This achievement coincides with the celebration of Prime Minister Narendra Modi’s 12 years in office. The Swamitva scheme has been established as a key initiative to provide legal ownership records for residential properties in rural areas and improve access to financial services.
According to official data, a total of 3,235,260 property cards were prepared nationwide during the second phase of the scheme. Gujarat alone issued 1,850,614 property cards, the highest number among all states, accounting for over 50% of the national total.
The government stated that this scheme addresses a long-standing issue faced by rural residents, who often lack formal legal documents for their homes and properties. Under Prime Minister Modi’s leadership, the central government has launched several initiatives over the past 12 years aimed at rural empowerment, with the Swamitva scheme focusing on creating legal ownership records through modern survey techniques.
In Gujarat, the program was implemented through a large-scale survey campaign using drone technology. A total of 14,900 drone flights were conducted, resulting in the mapping and registration of 11,511 villages. Nationally, drone surveys were conducted in 58,197 villages during the second phase of the scheme.
Gujarat completed the most work, recording the highest increase in the number of property cards issued after completing survey, verification, and registration processes. The implementation of this program involved coordinated efforts from the Survey of India, the Gujarat Revenue Department, and the Gujarat Panchayati Raj Department.
Officials reported that drone surveys and GIS-based mapping have helped create more accurate property records and increased transparency in rural planning and administration.
At the district level, the highest number of property cards in Gujarat were issued in Mehsana, with 166,504 cards issued, followed by Ahmedabad with 153,125 cards. Kheda, Banaskantha, and Anand districts also saw property card issuance exceeding one hundred thousand.
The government noted that the transparent verification process adopted before issuing property cards has helped reduce long-standing property disputes and court cases related to ownership claims in rural areas.
Officials indicated that this scheme has transformed rural properties into recognized economic assets. With legal ownership records available, residents can utilize their property cards to access formal banking services and secure loans more easily.
