
Chennai, August 22: The Dravida Munnetra Kazhagam (DMK) executive committee approved a comprehensive organizational restructuring on Saturday. This includes increasing the number of districts from 77 to 110 and implementing age and tenure limits for officials at various levels.
The meeting, chaired by party president M.K. Stalin at Anna Arivalayam in Chennai, considered recommendations from a committee formed to revitalize the organization in light of its centenary anniversary. These changes will be implemented during DMK’s 16th organizational elections.
According to the new rules, branch secretaries must be 45 years old or younger and can serve a maximum of two terms. A new branch-level structure and the position of branch secretary will be created in urban areas. This system will initially be implemented in Chennai, Coimbatore, Madurai, Tiruchirappalli, and Salem, with plans to extend it to other corporations later.
In Chennai, ward-level party units will be formed with an average of 10,000 voters in mind, while in other cities, these units will cover approximately 5,000 voters. Ward secretaries must be no older than 50 years and are limited to two terms. The maximum age for panchayat, district, city, and union secretaries is set at 60 years, with a two-term limit as well.
Each area unit in Chennai should include about 40,000 voters, while other cities will have around 30,000 voters. A city unit will be created for every 40,000 voters, and a union unit for every 30,000 voters.
The party also decided to reorganize union units based on panchayat associations. No panchayat will be divided to connect with two separate party unions, and each union must fully fall under one assembly constituency.
The most significant change is the increase in district units from 77 to 110. Revenue districts will generally be reorganized so that each party district covers two assembly constituencies. If only one constituency remains after restructuring, it will be merged with another suitable party district within the same revenue district as a third constituency.
District secretaries must be under 70 years old and can serve a maximum of three terms. Stalin has been granted the authority to determine and announce the constituencies under each of the 110 units. After the announcement of new districts, district executive committees must meet and form union, city, area, town, ward, and branch units within 15 days.
Subsequently, the lists must be approved in the presence of a headquarters representative and sent to party leadership for final approval. The committee urged all officials to ensure the prompt implementation of the proposals.
