
New Delhi, April 7: In a significant ruling, the Delhi High Court has overturned a trial court’s decision that had discharged two accused individuals, Raman Kumar and Sandeep Singh, also known as Lovely, in a case related to online child sexual abuse.
In its order dated April 4, 2026, the High Court directed that charges be framed against both accused. This information was released by the Central Bureau of Investigation (CBI) in a press note on Monday.
According to the CBI’s statement, the case was registered by the agency against the main accused, Raman Gautam, and other unidentified individuals for disseminating obscene and exploitative content involving children, known as Child Sexual Abuse Material (CSAM). The investigation revealed that the accused were sharing links, videos, images, texts, and posts through social media platforms, while also hosting such objectionable content.
The CBI completed its investigation and filed a chargesheet against the accused under various sections of the IT Act and Section 15(2) of the POCSO Act. However, the trial court had acquitted the accused under Section 15(2) of the POCSO Act, stating that the identities of the children depicted in the alleged obscene videos could not be established, and the necessary criteria for determining their ages were not met.
The Delhi High Court rejected this reasoning from the trial court and annulled its order. The court emphasized that the process of framing charges should proceed based on the available evidence. Following this decision, both accused will now face trial in the lower court under the POCSO Act and other relevant sections.
