New Delhi, July 15: The Delhi government, led by Chief Minister Rekha Gupta, has taken a significant step towards administrative reform by approving the ‘Delhi (Right of Citizen to Time-Bound and Ease of Delivery of Services) Bill, 2026.’
This new legislation aims to enhance transparency, accountability, and efficiency in the delivery of government services.
The Chief Minister’s Office (CMO) announced on the social media platform ‘X’ that this historic reform will establish the legal right for every citizen to receive government services within a specified timeframe. The bill will replace the Right to Service Act of 2011 and will implement a modern, technology-driven legal framework centered around citizens.
Under this new law, citizens will gain a legal entitlement to timely government services. The entire process of service delivery will be end-to-end digital, eliminating the need for individuals to repeatedly visit government offices. If there is a delay beyond the stipulated time for any service, the matter will automatically escalate to a higher authority.
The bill also includes provisions for an independent grievance redressal mechanism to address citizens’ complaints. Additionally, the establishment of the Delhi Right to Service Commission will oversee the effective implementation of the law. To ensure accountability among officials, penalties have also been included.
The Delhi government asserts that this new law will promote a completely transparent, technology-based, and citizen-centric governance system. According to the government, this initiative is inspired by the spirit of ‘Service is Commitment’ and represents a significant step towards the goal of a ‘Developed Delhi.’
The objective of the Delhi (Right of Citizen to Time-Bound and Ease of Delivery of Services) Bill, 2026 is to ensure that all government services are legally available to ordinary citizens and businesses within the designated timeframe.
