Delhi Extends LPSC Waiver Scheme Deadline to August 15

The Delhi Government has extended the deadline for its Late Payment Surcharge (LPSC) waiver scheme until August 15, following strong public support and persistent demands from elected representatives and resident welfare associations across the city.

Since its launch, more than 330,000 consumers have benefited from the scheme, which has waived approximately ₹1,500 crore in interest while recovering over ₹430 crore in principal dues as of January 29. The extension aims to enable more residents to clear their long-pending arrears without the burden of additional interest charges.

Water Minister Pravesh Sahib Singh Verma described the scheme as a clear sign of public backing for administrative reforms. He emphasized that Delhi’s citizens want accurate billing and transparent processes, and the positive response to the LPSC scheme shows that fairness in the system encourages responsible behaviour.

The government highlighted this initiative as the largest corrective effort in the history of the Delhi Jal Board. Officials noted that incorrect billing and years of neglect had imposed a heavy interest burden on consumers, which is now being addressed. The scheme is seen not only as relief for consumers but also as an effective model for systemic reform.

Compared to previous LPSC schemes, the current plan has been significantly more successful. While the 2022–23 scheme collected ₹235 crore in principal amounts, the current scheme has nearly doubled the revenue in a shorter period. Officials said this demonstrates that transparency in governance leads to greater public cooperation and strengthens Delhi’s water sector financially.

The decision to extend the scheme was influenced by multiple factors, including requests from public representatives, continuous demands from resident welfare associations, resolution of old billing issues, delays in restructuring ZRO offices, and the need to provide citizens with a final opportunity to settle dues. The government stressed that reform processes take time, and providing relief during this period is essential.

In a new development, non-domestic consumers have been included in the LPSC waiver scheme. Around 87,000 non-domestic connections have outstanding principal dues exceeding ₹2,068 crore. These dues will now be regularised under a transparent and reform-based process.

The government clarified that accountability applies to all consumers equally. Like domestic users, non-domestic users must also pay their principal amounts under the scheme. It was made clear that public funds cannot remain pending for years.

The LPSC waiver scheme is being recognised as a decisive step towards administrative reform. According to the government, Delhi is rapidly moving towards a system defined by responsibility, transparency, and sustainability.
