Beijing, August 26: The Information Office of the Chinese State Council held a press conference on Wednesday morning to launch the “15th Five-Year Plan.”
During the event, an official from the Ministry of Industry and Information Technology revealed that since the implementation of the 14th Five-Year Plan (2021-2025), China’s open-source AI large language models have been downloaded over 10 billion times worldwide.
He stated that during the 15th Five-Year Plan (2026-2030), China will continue to leverage new-generation information technologies like AI.
In this context, Liu Yulin, Director-General of the Department of Information and Communication Development at the Ministry of Industry and Information Technology, outlined three key strategies. The first strategy focuses on strengthening supply capacity. This will involve increasing investment in research and development and consolidating resources to tackle major technical challenges. Additionally, an “industrial data construction” initiative will be launched to transform the knowledge of experienced craftsmen, production line information, and inspection methods into valuable data resources. Furthermore, the “AI + Software” initiative will aim to enhance both basic and industrial software to make them smarter.
The second strategy promotes the application of AI. Various industries will be encouraged to develop new areas of application for their uses, enabling software and AI agents to continuously improve in real-world scenarios. Companies will also be motivated to form professional service teams and enhance the “service experience” beyond just software usage.
The third strategy focuses on promoting the open-source ecosystem, particularly emphasizing the development of open-source technology in the AI sector. This aims to ensure that more individuals can benefit from these advancements. Additionally, there will be a focus on nurturing open-source talent to foster a culture where people understand, utilize, and contribute to the development of open-source technology. This will help create a better and more collaborative environment for entrepreneurs and developers.
