Ranchi, July 28: The Criminal Investigation Department (CID) has initiated questioning of former Jharkhand Public Service Commission (JPSC) Chairman L. Khyangte regarding widespread irregularities in various recruitment examinations. Khyangte arrived at the CID office on Tuesday in response to a summons, where he faced inquiries related to several aspects of the 14th JPSC Civil Services Examination and other recruitment tests.
According to sources, the CID is primarily focusing on decisions related to the conduct of examinations, the selection of the examination agency TSR Data Processing Private Limited (TDPL), the commission’s administrative role, and the verification of both documentary and digital evidence collected so far. The agency aims to uncover the circumstances under which the blacklisted TDPL was entrusted with the responsibility of conducting the examinations.
Questions are being raised about the selection process of the agency, the level at which files progressed, the basis for final approval, and the role of the then-chairman in these matters. The CID also seeks to determine whether the commission was aware of any prior cases against TDPL or its blacklisting. If they were aware, why was the agency assigned the task? If they were not, how was the agency verified?
During the interrogation, the CID will also question the processes surrounding the printing, secure maintenance, transportation, evaluation of OMR sheets, confidentiality of question papers, security of candidate data, and the overall result preparation process. Investigators want to know how these processes were monitored at the commission level and what actions were taken upon receiving complaints.
Sources indicate that the CID will compare Khyangte’s responses with statements from previously arrested suspects, seized documents, digital evidence, and facts related to the then-examination controller and other officials. The agency has stated that further actions will be determined based on the facts that emerge during the questioning.
So far, the CID has arrested several individuals associated with the examination agency TDPL, including the then Deputy Examination Controller of the commission, totaling ten suspects. During the investigation, documents related to recruitment examinations, OMR sheets, and digital evidence were also seized from the offices of the commission and TDPL.
Notably, L. Khyangte took charge as JPSC Chairman in March 2025. Following recent CID raids, he resigned from his position, publicly stating that he stepped down to ensure a fair investigation and that any individual found guilty should face legal consequences.
Currently, the CID has not declared him a suspect, and the questioning is part of the ongoing investigation process.
