
Lucknow, March 19: In response to rising temperatures and the potential for a heat wave, Chief Secretary S.P. Goyal has instructed all districts in Uttar Pradesh to launch a comprehensive awareness campaign on preventive measures. He emphasized that any negligence in public health preparations will not be tolerated.
A weekly review meeting was held via video conferencing on Wednesday, chaired by Chief Secretary S.P. Goyal, with all divisional commissioners and district magistrates. The meeting reviewed upcoming health campaigns, wheat procurement arrangements, and the progress of labor schemes in detail.
The Chief Secretary announced that the communicable disease control campaign will run from April 1 to April 30, while the ‘Dastak’ campaign will take place from April 10 to April 30. He directed all district magistrates to coordinate with the health department and relevant agencies to prepare micro-plans and ensure timely completion of preparations. Training for personnel involved in these campaigns must also be completed on schedule.
He stressed the importance of effective monitoring for the success of the campaigns, urging that sanitation, anti-larval spraying, drainage of stagnant water, and provision of clean drinking water should be prioritized in both rural and urban areas. Special vigilance is required in districts sensitive to diseases like dengue and chikungunya.
The Chief Secretary instructed village heads, ASHA workers, ANMs, and Anganwadi workers to engage in the campaign and enhance awareness with the help of UNICEF, PATH, and WHO-NPSP. Additionally, he emphasized educating school children about cleanliness and vector-borne diseases.
Referencing weather department forecasts, he noted that temperatures in the state are expected to remain above normal. Therefore, widespread dissemination of heat wave prevention measures is crucial. He also directed the arrangement of cool drinking water in crowded places and the operation of shelter homes as needed.
During the meeting, the Chief Secretary reviewed preparations for the 2026-27 wheat procurement season, ensuring that farmers face no inconveniences. All procurement centers must be fully operational, providing basic facilities such as drinking water, shade, seating, and cleanliness.
He also stated that payments to farmers should be ensured within 48 hours, weighing should be timely, and there should be adequate availability of bags. Emphasis was placed on operating mobile procurement centers for farmers in remote areas. The target for wheat procurement for 2026-27 is set at 1 million metric tons, with the minimum support price (MSP) increased by 160 rupees to 2585 rupees per quintal. A total of 5,494 procurement centers have been established, including 504 mobile centers.
The Chief Secretary directed the extensive promotion of the Prime Minister’s Labor Yogi Mandhan (PM-SYM) scheme and the Prime Minister’s Developed India Employment Scheme, urging that more workers from the unorganized sector be linked to these initiatives. He stressed the need to raise awareness among workers connected to the e-Shram portal through SMS and to enhance coordination with EPFO.
