West Bengal Implements Fines for Spitting, Littering, and Public Urination in Urban Areas

Kolkata, September 1: West Bengal has initiated a system of financial penalties for individuals in urban areas who spit, litter, or urinate in public spaces. This new regulation took effect on Tuesday morning at 6 AM.

Municipal and Urban Development Minister Agnimitra Paul has previously stated that extensive awareness campaigns have already been conducted in urban areas, leaving no room for an extension of the deadline for compliance.

The state government has taken proactive measures to keep West Bengal clean and free of waste. Paul has frequently emphasized the importance of cleanliness, even participating in awareness drives on the streets. She has been seen sweeping roads and distributing dustbins to promote cleanliness.

According to an official from the state’s Municipal and Urban Development Department, awareness campaigns were conducted in July and August, with the minister playing a leading role. However, starting in September, fines will be imposed on those who spit, litter, or urinate in public areas.

All municipalities, municipal corporations, and notified areas are now subject to this new regulation. Notifications have been sent to all district magistrates to ensure strict compliance with the new rules.

The campaign slogan is: “Do not litter. Do not spit in public places, on roads, or in hospitals. Keep Bengal clean.” The state administration has announced that there will be strict monitoring of roads, sewers, water bodies, markets, hospitals, educational institutions, religious sites, and government buildings.

A fine of ₹100 has been established for spitting in public places, while urination in public will incur a ₹200 fine. Littering and carrying banned plastic bags will also result in a ₹200 penalty. However, fines will not be collected in cash; payments must be made digitally.

The state government is rigorously enforcing a ban on single-use plastic items with a thickness of less than 120 microns for both vendors and buyers. Shop owners are also prohibited from accumulating waste outside their stores on public roads.
