
Lucknow, May 4: Uttar Pradesh Chief Minister Yogi Adityanath announced the successful completion of the Ganga Expressway project, which spans nearly 600 kilometers and was built without any loans from banks. The project has cost over ₹36,000 crores.
Alongside the expressway, nine industrial and logistics hubs are being developed, requiring an additional 7,000 acres of land. The total expenditure on the entire project, including the industrial clusters and logistics hubs, has surpassed ₹42,000 crores. Before 2017, the state was deemed ‘sick,’ and banks were reluctant to lend to it. However, Uttar Pradesh is now recognized as a ‘revenue surplus state.’
During a ceremony at Lok Bhawan, CM Yogi distributed appointment letters to 371 newly selected auditors for cooperative societies and 129 auditors for local fund audits. He emphasized that when his government took office in 2017, the treasury was empty, and no bank was willing to lend. This negative perception of the state has changed.
The Chief Minister explained that instead of relying on banks, they decided to enhance their resources, strengthen financial discipline, and demonstrate effective financial management. If they had not managed finances properly, the state would be burdened with debt today.
The finance department and auditors worked together to create a robust financial structure. As a result, Uttar Pradesh not only became a revenue surplus state but also tripled its economy and per capita income. Consequently, banks and financial institutions are now eager to invest in large projects.
CM Yogi stated that Uttar Pradesh is now among the top three economies in the country, whereas it was once in the bottom three. Investors and financial institutions are keen to invest in the state. He criticized the previous government’s management of the Jay Prakash Narayan International Centre project, which escalated from an estimated cost of ₹200 crores to ₹860 crores, yet remains incomplete.
He noted that before 2017, the state’s excise revenue was merely ₹12,000 crores, which has now increased to ₹62,000-63,000 crores due to curbing leaks. These leaks were not technical errors but were caused by corrupt practices within the leadership and bureaucracy.
CM Yogi emphasized that financial discipline and effective management are essential for self-reliance. Local bodies and panchayats must be taught these principles. The role of internal audits is crucial in this regard.
He assured that the recruitment process for the new auditors was conducted transparently, with no recommendations influencing the selections. The Chief Minister highlighted that before 2017, paper leaks were common in various exams, but the current system ensures equal opportunities for candidates from all backgrounds.
He also noted the increasing participation of women in the workforce, with 78 women among the selected auditors. The transparent recruitment process has led to over 9 lakh government jobs being created in the state. Continuous distribution of appointment letters is underway, with this being the fourth or fifth such event in the past month.
Through various schemes, the government has supported nearly 3 crore people in the MSME sector, promoting youth and women’s empowerment through initiatives like “Drone Didi,” “Lakshmi Didi,” “BC Sakhi,” and the Chief Minister’s Young Entrepreneur Scheme.
