Transforming Early Education: Uttar Pradesh Government Strengthens Pre-Primary Foundations

Lucknow, May 27: The Uttar Pradesh government, led by Yogi Adityanath, is committed to enhancing education reform at the primary, upper primary, and pre-primary levels. The distribution of activity-based modern teaching materials has commenced in all co-located Anganwadi centers and Balvatikas for children aged 3 to 6 years.

Through resources like ‘Chahak-1, 2, 3’, ‘Kadham’, ‘Kalanakur’, Big Book, Holistic Report Card, and Balvatika Handbook, millions of young learners will now have access to a new and improved early education environment.

This initiative by the Yogi government is seen as a crucial step in implementing the vision of the National Education Policy 2020, which emphasizes Early Childhood Care and Education (ECCE) as the foundation for children’s learning. The Anganwadi centers and Balvatikas in Uttar Pradesh are being developed not just for nutrition and care but as centers for early and activity-based education.

According to the ongoing directives, teaching materials will be provided according to age groups at all co-located Anganwadi centers and Balvatikas. This includes ‘Chahak-1’, ‘Chahak-2’, ‘Chahak-3’, ‘Kadham’, ‘Kalanakur’, Balvatika Handbook, 12 types of Big Books, Holistic Report Cards, and teaching tables.

The state has already launched large-scale initiatives under Basic Education, including Smart Schools, Operation Kayakalp, Digital Monitoring, and the Nipun Bharat Mission. Now, pre-primary education is being integrated into this broader educational reform campaign, focusing on strengthening children’s early learning capabilities. This initiative aims to provide quality early education to children from rural and marginalized families, potentially positioning Uttar Pradesh among the leading states in the country.

The ages of 3 to 6 years are critical for children’s mental, linguistic, and social development. Therefore, activity-based, play-based, and child-centered teaching methods are being promoted. The ‘Chahak’ series of booklets will enhance language development, listening and speaking skills, and basic learning competencies among children. Meanwhile, materials like ‘Kadham’ and ‘Kalanakur’ will aid in fostering intellectual development, creativity, curiosity, and interest in learning. Additionally, Big Books and Teacher Guides will connect ECCE educators and Anganwadi workers with modern teaching techniques.

To ensure transparency and efficiency in the distribution process, the Yogi government has implemented a real-time monitoring system through the ‘Kitab Distribution App’. Responsibilities for monitoring and scanning the distribution process have been assigned to BSA, BEO, headmasters, ARP, SRG, and DIET mentors. This digital system will ensure that the government can track which Balvatikas have received the materials, enhancing both transparency and accountability in the distribution process.

For the first time, pre-primary education is being institutionalized on such a large scale in Uttar Pradesh. Previously, the focus of the government education system was primarily on primary and upper primary classes. Now, equal priority is being given to the early learning phase of children. The government is seriously addressing the need to strengthen the foundation of children’s learning through educational reforms.
