Senior Odisha Official Arrested for Alleged Sexual Misconduct with Junior Colleague

Bhubaneswar, September 18 (Daily Kiran) : Bhubaneswar police arrested a 55-year-old senior Odisha Administrative Service (OAS) officer on Friday for allegedly sexually assaulting a junior female colleague in the state’s Commerce and Transport Department.

The accused, Arun Kumar Biswal, is a resident of Kujanga in Jagatsinghpur district and serves as the additional secretary in the department. The victim, an unmarried woman, is also employed in the same department on a contractual basis.

According to Inspector Debendra Kumar Biswal of Kharavela Nagar police station, the incident occurred late Thursday night when the accused allegedly entered the victim’s home and attempted to sexually assault her. The victim managed to alert the police via phone, leading a PCR team to her rented accommodation, where they apprehended Arun.

Following the incident, the victim filed a formal written complaint at Kharavela Nagar police station. Based on her allegations, police registered a case under various sections of the Indian Penal Code (IPC), including attempted murder and rape of a subordinate female employee by a public servant (case number 657/2026).

The police have initiated an investigation, collecting CCTV footage and other digital evidence from the scene. They have also recorded the victim’s statement. Authorities noted that the incident has left the victim deeply traumatized. Reports indicate that Arun had previously proposed marriage to her and had threatened her multiple times to engage in a sexual relationship. He allegedly kept inappropriate photographs and videos of her on his mobile phone and had been coercing her for the past seven to eight months.
