Reflecting on the 23-year journey of the School Enrollment Festival and the Kanya Kelvani Rath Yatra initiated by former Chief Minister and current Prime Minister Narendra Modi, it is clear that this is not merely a success story of a government initiative but a narrative of social transformation that has redirected the lives of many generations in Gujarat.
In 2003, when Modi laid the foundation for this initiative, Gujarat faced numerous social and developmental challenges, with education being a critical issue. The dropout rate in 2001-02 was over 37%, meaning nearly one in three children fell out of the educational mainstream. Many families were still skeptical about the value of education, and the education of girls was particularly hindered by social and economic barriers.
At this juncture, Narendra Modi introduced the School Enrollment Festival, a seemingly simple idea that turned out to be revolutionary. His belief that “education should not just be a government concern but a societal commitment” elevated this initiative from a mere administrative program to a public movement. The festival’s unique feature was its ability to bridge the gap between governance and society.
From the Chief Minister to ministers, legislators, and IAS, IPS, and IFS officers, everyone visited villages, met families, and guided children to school gates. This tradition has continued uninterrupted for 23 years.

The children who first crossed the school threshold in 2003 under Modi’s guidance are now doctors, engineers, teachers, and successful entrepreneurs. Their shared identity is rooted in Modi’s visionary thinking and initiatives like the School Enrollment Festival and Kanya Kelvani Rath Yatra, which have enabled them to realize their dreams through education.

Additionally, the Namo Saraswati Science Sadhana Scheme encourages students studying science, offering up to ₹25,000 over two years for those in grades 11 and 12. This initiative ensures that financial circumstances do not hinder any child’s talent or dreams.
The goal of education is not merely to ensure enrollment but to foster curiosity, independent thinking, and the ability to recognize one’s potential. With this vision, the Guno Utsav, initiated under Modi’s leadership in 2009, has evolved into Guno Utsav 2.0 (GSQAC), establishing a robust tradition of quality-based assessments in schools.
In line with the National Education Policy 2020, Gujarat has established 211 standards for evaluating school quality under the School Quality Assessment and Assurance Framework (SQAFF), marking a significant step towards ensuring overall development, learning quality, and academic excellence.
Moreover, Gujarat has implemented the 5+3+3+4 academic structure in accordance with the National Education Policy 2020, with universal implementation of Balvatika. Modern technology has also played a crucial role in this journey. The integration of a digitally accessible birth registration system and child tracking system ensures access to every child and continuous monitoring of their progress.
Additionally, Gujarat’s Vidya Samiksha Kendra, India’s first AI-driven educational monitoring system, provides real-time insights into the entire education framework.
